Location: Carl Gray Park on North Bay Drive, Panama City, Florida
From Downtown Panama City: Head north on Highway 98 (West 23rd Street), turn onto North Bay Drive. Carl Gray Park will be on your left along the bay.
From Panama City Beach: Take Highway 98 west toward Panama City. Turn right onto North Bay Drive. Carl Gray Park is located along the bayfront.
Facilities: You can park at Carl Gray Park, which offers ample, well-lit parking and nice picnic areas. The facilities make this an ideal spot for families or extended sunset viewing sessions. Free access with public restrooms nearby.

The Shallow Water Experience: The bay is very shallow—remarkably so. In the pictures featured above, my friend and I were probably 100 yards out into the water and were still standing at waist height. This creates a unique opportunity to walk far from shore while remaining in safe, shallow water.

St Andrews State Park is a great retreat compared to busy PCB. Camping there along the bay made for some solitude and great fishing. The brackish ponds and pristine dunes made for easy wildlife viewing.
